At its session on 18 August 2023, the (EITI) Cameroon Committee examined a draft revision of the 2018 EITI Decree, drawn up by an ad hoc group. This revision aims to improve the Committee's internal governance and ensure its compliance with the New 2019 EITI Standard.

A commitment to improvement

The revision of the 2018 EITI Decree is part of a broader commitment to transparency and accountability in the extractive resources sector in Cameroon. The approach stems from the need to correct shortcomings identified during the last EITI Validation, when the Committee's internal governance was described as "inadequate progress" by the EITI Initiative.

Stakeholder Engagement: An Essential Point

At the session on 18 August, EITI Committee members raised key points regarding stakeholder engagement, in particular from government and civil society. They stressed that these commitments were crucial to avoid suspension at the next Validation, scheduled for 1 October 2023.

Two strong principles emerged from these discussions :

1.    State commitment: Committee members stressed the need for a strong commitment from the Cameroonian government. One proposal raised the possibility of placing the EITI Committee under the supervision of the Presidency of the Republic, while granting it legal personality and financial autonomy.

2.    Civil Society Engagement: In line with the EITI protocol on civil society participation, Members recommended that the draft decree should limit itself to defining the number of representatives of the civil society college, leaving it to the college to appoint its own representatives.

These principles, if respected in the draft revision, will pave the way for further organisational and operational improvements.

Congratulations to the Ad Hoc Group

The EITI Committee congratulated the Ad Hoc Group for its work on the draft revision. This group, strengthened by the participation of the Prime Minister, the Ministry of Justice, the National Episcopal Conference of Cameroon (CENC), and the African Regional Centre for Endogenous and Community Development (CRADEC), is encouraged to continue to enrich the project.

Commitment to Transparency

This brief internal report demonstrates Cameroon's ongoing commitment to transparency and accountability in the extractive industries sector. Adherence to the principles of stakeholder engagement is essential to maintaining EITI compliance and moving towards more transparent management of extractive resources.
