General Assembly 2024 of the Platform for Representation and Accountability of Cameroonian CSOs - A Decisive Step towards Increased Engagement for Transparency in the Extractive Sector.

On February 29, 2024, the 34 civil society organizations (CSOs) belonging to the Platform for Representation and Accountability of Cameroonian CSOs Involved in Extractive Sector Governance Monitoring held their General Assembly at the premises of the SeP association. This crucial event aimed to strengthen the commitment and participation of CSOs in the Extractive Industries Transparency Initiative (EITI), an engagement that dates back to 2005.

Background and Objectives
The General Assembly took place following the decision of the Board to suspend Cameroon from the EITI process at the end of the 2023 validation. The main objective of the General Assembly was to adopt a new Code of Conduct in line with the 2023 EITI standards. This new framework aims to improve the representation, accountability, and effectiveness of CSOs while ensuring their independence and integrity.

Proceedings of the Assembly
The General Assembly commenced at 9:34 AM with the arrival and seating of the members, followed by the rendition of the national anthem. The proceedings were opened with individual presentations, welcoming remarks, and an introductory speech by the provisional Steering Committee.

Installation of the Assembly Bureau
Ms. NDJETOH Micheline from AFEMIC was appointed as the President of the Assembly, assisted by Mr. KAMGA Justin from FODER as the first rapporteur and Mr. MBARA TIPANE Cyrille from GAD as the second rapporteur. This team was unanimously approved to lead the deliberations.

Methodology and Work
The Assembly adopted a methodology consisting of a line-by-line reading of the new code, followed by contributions from the members. This method allowed for in-depth discussions on topics such as the urgency of elections, platform knowledge, and criteria for admitting new members.

The work resulted in the adoption of the new Code of Conduct, which reaffirms the principles of freedom of expression, internal democracy, and good governance. Here are some key points adopted:

Representation and Ethics: The spokesperson is designated on a rotating basis for each specific issue.
Structure and Functioning: The General Assembly is the supreme body, while the Steering Committee is responsible for implementing decisions and coordinating activities.
Financing: Membership fees are set at 20,000 FCFA with annual contributions of 60,000 FCFA and a 25% levy on session fees for the EITI committee.
Eligibility Criteria: A minimum of 3 years of experience or significant experience in EITI monitoring is required for candidacy.
Adoption and Conclusion
The new Code of Conduct and its annex were adopted, establishing a clear protocol for the participation of the OSCC-ITIECAM platform in the multi-stakeholder group. The documents will be sent to the members on Monday, March 4, initiating the process of membership and fee payment.

The next General Assembly is scheduled for Thursday, April 4, 2024, where the representatives will be validated. The Assembly concluded at 5:11 PM in a constructive atmosphere, demonstrating the strong commitment of the attending members to transparent and effective governance of the extractive sector in Cameroon.
