MUNICIPAL ACTORS AT THE SCHOOL OF DIGITALIZATION

Facilitate the understanding of the Open Contracting Partnership (OCP) and the Open Contracting Data Standards (OCDS); Understand the different technologies used for the development of the digital platform; and Engage municipal elected officials for a better involvement in the monitoring of public procurement; were the objectives to be achieved at the beginning of these three (03) days of training organized by the ADIN Consortium, AfroLeadership, CRADEC, DMJ and TI-Cameroon from June 14 to 16, 2022 at the Hotel TOU'NGOU, Yaoundé.

Mayors and thier representatives from the six  (6) pilot communes of the project covering the regions of the Center, South, East and North of the country (Yaoundé VI, Ngoulemakong, Betare-Oya, Ngoura, Nguelemendouka, and Yagoua) were edified on some themes such as:

  • Generalities on the Internet,
  • Presentation of the Open Contracting Partnership (OCP), an independent 501(c)(3) non-profit public organization that works in over 50 countries.
  • Presentation of the Open Contracting Data Standard (OCDS ? Open Contracting Data Standard), an open standard for structuring and publishing open data covering all stages of the contracting process, from planning to implementation.
  • Presentation and use of the Cameroon Open Contracting Data platform.

At the end of the presentations, the fruitful exchanges allowed to remove the ambiguity on the modalities of long-term management of the platform by the said communes which through a declaration have addressed a motion for the implementation of the platform in their respective localities.

It is indicated that the Cameroon Open Contracting Data platform (https://cameroon-ocd.org) is mainly used to demonstrate to public institutions the usefulness of using uniform data standards to publish and report information throughout the procurement process.

The web/digital platform for publishing and standardizing public procurement data in Cameroon was created in compliance with the Open Contracting Data Standards (OCDS). This platform, as stated in paragraph 432 of the National Development Strategy 2020-2030 (NDS-30), in the area of procurement, will contribute in the long term to further guaranteeing free competition, transparency during the entire process and preventing corruption.

As part of the implementation of the project "Strengthening Budgetary Governance for the Sustainable Provision of Basic Services While Preserving the Environment" carried out by the consortium of ADIN, Afroleadership, CRADEC, DMJ and TI-CMR, in order to achieve the result related to the strengthening of transparency in the public procurement system, it is planned to design and develop a digital platform according to the standard of the opening of the data on all stages.
