Capacity building of the Task Force on Tax Equity and FFI Monitoring Tools

On the sidelines of the pre-validation workshop of the study on IFFs, the Task Force as well as the members of the consortium and the project implementation team, had a day of capacity building in understanding and use of tools; and influence and mobilization of other stakeholders in the monitoring of tax equity and IFFs for optimal mobilization of budgetary resources in Cameroon.

The idea for the Task Force began to take shape during the FFI Financial Investigations Analysts Training Workshop in Year 1 of project implementation. This result is justified by the fact that one of the final targets of the project is to reduce by one (1) point in relative value, the rate of illicit financial flows in Cameroon, on the basis of the reference of 6% of trade. sales representatives in 2013.

In this regard, the study on IFFs in trade in Cameroon is the Task Force's first work site. "The study on FFI is timely because it puts us at the heart and in connection with what we all live and know, especially with the arrival of the COVID-19 pandemic" said Mr. MBALLA MBALLA Jean, Director Executive of CRADEC and Coordinator of the project "Strengthening of Budgetary Governance for the Provision of Sustainable Basic Services while respecting the preservation of the environment", project subsidized by the Delegation of the European Union, within the framework of cooperation Cameroon-European Union.

The capacity building of the Task Force is a logical follow-up to the establishment of the Task Force last March in Douala, during the National Workshop on IFFs: Issues and Challenges for Cameroon's Emergence 2035. This August 19, 2020 in Mvolyé, four major tools used to monitor tax fairness and IFFs were highlighted. These are the Common Research Framework for Tax Fairness, the Financial Opacity Index, the Fiscal Paradise Index and the Country Vulnerability Index at the FFI.

According to Idriss Linge Team Leader of the Task Force, these tools will help track the different forms and vehicles of IFFs in the Cameroonian economy in particular.

The Financial Secrecy Index (FSI) is a ranking that is politically neutral. It is a tool for understanding the spheres of opaque jurisdictions as well as FFI in other words capital flight.

The Coporate Tax Heaven Index is a tool that measures the extent to which each country is contributing to a global race to the bottom in corporate taxes.

The IFF Country Vulnerability Index is a tool that both identifies trading partners and channels that present the greatest IFF risks to countries.

In conclusion, the Task Force / FFI gives itself the duty to be an instrument to carry out analyzes in the fields of taxation and its equity, and to project immediate prospects in the short, medium and long term.
